# E1228 — Actor destination is permanently claimed by a wallet

## What happened

A deploy or fork attempted to create an Actor at an address with a permanent WalletMark. Wallet identity remains reserved even if its balance becomes zero.

The wallet-identity release newly allocates HostError `WalletAddressConflict = 28`; its receipt mapping is `1200 + 28 = 1228`. An existing Actor collision remains E1221. Receiving funds alone does not create a WalletMark.

## How to fix

Choose a different actor address; an authenticated wallet address cannot become an actor.
