E1228 — Actor destination is permanently claimed by a wallet
What happened
A deploy or fork attempted to create an Actor at an address with a permanent WalletMark. Wallet identity remains reserved even if its balance becomes zero. The wallet-identity release newly allocates HostErrorWalletAddressConflict = 28; its receipt mapping is 1200 + 28 = 1228. An existing Actor collision remains E1221. Receiving funds alone does not create a WalletMark.
